    Kinerja Dinas Sosial dalam Pelaksanaan Program Pembinaan Orang dalam Gangguan Jiwa (ODGJ) di Kota Medan

    Abstract
    Government Instance when implementing a program certainly leads to goals and also targets by creating maximum organizational performance. The program for fostering People in Mental Disorders (ODGJ) whose implementation is carried out by related offices, namely Medan City Social Service, precisely in the social rehabilitation sub-field based on the Social Rehabilitation Regulation No. 16 of 2019 Regarding the National Standard for Social Rehabilitation. The purpose of this study is to find out the performance of the Sosia Office in the implementation of the Mental Disorders Development Program (ODGJ) in Medan City and to find out the obstacles to organizational performance improvement. Research methods used in this study are qualitatively descriptive. The informant in this study consists of the Secretary of Social Service, Head of Social Rehabilitation, Youth Social Services, Administration of Social Problems rehabilitation service management, Quick Reaction Unit, former ODGJ. Data collection techniques used by interviews, observations, and library studies. Data analysis techniques include data reduction, data presentation, and conclusion withdrawal. This study used organizational performance indicators by Agus Dwiyanto, namely Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability. Results of this study show that the Social Service's performance in carrying out the coaching of People in Mental Disorders (ODGJ) in Medan City that the performance of Medan City Social Service is not doing well, considered in terms of Productivity, that the human resources concerned need training. Then, in terms of Quality of Service, then the Social Service employees concerned, they only do formal coaching. As well as the employees concerned running this program still have an unfair attitude in the implementation of the coaching program. Then in terms of Responsiveness, it turns out that there is still a negative stigma indicating that the Social Service is being favoritism in providing services. Then in terms of Responsibility, in the implementation of control, there is a problem in timeliness that does not comply with the applicable SPT and SOP. And in terms of accountability that a number of obstacles or obstacles to overcome are focusing on bad communication and the sometimes anarchist ODGJ. The advice that can be given is to improve the coaching to provide welfare in the form of protection for the Inhabitants of Mental Disorders (ODGJ)
