Analisis Mitigasi Bencana dan Resiko pada Logistik Kebencanaan dengan Metode House of Risk (Studi Kasus BPBD Kab. Labuhanbatu)
Abstract
Disaster management is a series of activities before, during and after a disaster occurs
to prevent, reduce, avoid and recover from the impact of a disaster. Disaster mitigation
can be defined as actions taken before a disaster occurs with the aim of reducing or
eliminating the impact of a disaster on society and the environment. The main problem
often faced in the disaster logistics system is that the distribution of l ogistics is often
slow, inaccurate and uneven, resulting in logistical gaps between disaster victims. The
aim of this research is to obtain risk mitigation actions that can affect supply chain
logistics at the Regional Disaster Management Agency (BPBD) of Labuhanbatu
Regency using the House of Risk method. The House of Risk (HOR) method is a method
for prioritizing which risk sources are first selected to take the most effective action in
order to reduce potential risks from risk sources. The research stage s carried out were
mapping supply chain activities based on the Supply Chain Operation Reference
(SCOR) model, determining risk events, risk agents, calculating Aggregate Risk
Potential and risk mitigation actions using the House of Risk (HOR) method. The
research results show that there are 17 risk events and 12 risk agents. The results of the
ARP calculation obtained 7 risk agents with the highest priority. There are 10 risk
mitigation actions that can be recommended to BPBD Labuhanbatu Regency to handle
risks in disaster logistics
