The research examines the organizational culture at the Siantar Bah Sorma
sub-district office, Pematang Siantar City. Organizations with a strong culture will
certainly influence the behavior and performance effectiveness of employees.
Employee performance will go according to the culture adopted by the employee.
In implementing organizational culture at the Siantar Bah Sorma Village Office to
achieve goals. Thus the researcher wants to examine how organizational culture
improves employee performance in the Siantar Bah Sorma Sub-District Office,
Pematang Siantar City, how are Employee and Community Responses to
Organizational Culture in the Bah Sorma sub-district office.
This study uses descriptive qualitative research methods, with the process
of collecting data through interviews, observation, and documentation. The
informants from the interviews were the village head and employees of the Siantar
Bah Sorma sub-district office and the community in the Bah Sorma sub-district.
Results in this study, the organizational culture at the Siantar Bah Sorma
sub-district office was good. However, the organizational culture at the Siantar Bah
Sorma Village Office follows the regulations from the City Government.
Researchers saw that there was no organizational culture that was deliberately
formed as a work culture at the Siantar Bah Sorma Village Office. The role of the
leader in the Bah Sorma Village Office (Lurah) greatly influences the performance
of employees in carrying out their duties. Organizational culture is also created by
leaders who become role models in an organization. Values that become a reference
in an organization such as cooperation, loyalty, a sense of mutual ownership are
values instilled by the Lurah in the Bah Sorma Village office.
