Keadilan dan Kesetaraan Gender dalam Perspektif Feminisme pada Struktur Organisasi Perangkat Daerah (OPD) Pemerintah Kota Medan Tahun 2022
Abstract
Women's representation is often only considered important in legislatures and
political parties, so researchers are interested in knowing how justice and gender
equality are in government bureaucracy, especially in the Medan City
Government's Regional Apparatus Organizational Structure in 2022. This research
wants to find out what forms the injustices and inequalities that occur in the
Medan City Government which has resulted in a low number of high-ranking
leaders who are female, as well as what are the factors that influence gender
injustice and inequality in the Regional Apparatus Organizational Structure of the
Medan City Government in 2022. Researchers also look at responses as well as
suggestions that can be implemented in order to achieve justice and gender
equality in city/district government. This research used a descriptive method with
a qualitative research type, and used data collection techniques in the form of
interviews and literature/document studies. Researchers use purposive sampling
techniques in determining informants who can help researchers answer and
achieve research goals. To answer the research questions, the researcher uses the
theory of justice and gender equality as well as liberal feminism supported by
Anne Phillips through her two forms of political representation (Politics Idea and
Politics of Presence). Based on the results of this study, it was concluded that the
Regional Apparatus Organizational Structure of the Medan City Government in
2022 is still not in accordance with the two forms of political representation, and
this is not due to regulations in the selection process, but due to other factors
within the female employee environment itself.
