    Analisis Implementasi Kebijakan Pencegahan Ca-Cervix di Wilayah Kerja Puskesmas Tanjung Morawa

    Abstract
    Cervical cancer is a cancer that occurs in the cervix characterized by cell growth that exceeds normal and uncontrolled limits. The government targets that in 2015 to 2030 cervical cancer prevention can reach almost all provinces in Indonesia. One way for early detection of cervical cancer with IVA and Pap Smear methods. Some of the risk factors for this disease are due to sexual intercourse at an early age and the habit of changing partners during sexual intercourse. In addition, other factors that allow HPV infection to occur include high parity amounts, smoking, immunity status (HIV positive patients) and long-term use of oral contraceptives. Cervical Cancer Prevention Policy at Puskesmas are programs carried out by puskesmas to prevent cervical cancer. Puskesmas Tanjung Morawa is a puskesmas that became one of the projects of the Ministry of Health in 2009 and is said to be successful in the IVA examination. This research uses a qualitative type of research (case study design). The study subjects of 10 people were taken using purposive techniques. Data collection is done with in-depth interviews and data validation techniques are done with source triangulation. The results of the study showed that the Puskesmas Tanjung Morawa had run four of the five cervical cancer prevention programs listed in Permenkes RI Number 34 of 2015. The resources needed, namely human resources and available funds, are still inadequate. Marked by the lack of quality of human resources and BOK funds in the implementation of the cervical cancer prevention program at Puskesmas Tanjung Morawa. The program implementation process at Puskesmas Tanjung Morawa experienced obstacles due to the lack of knowledge and awareness in the community. So, the target and scope of increasing the knowledge of PUS women, HPV vaccination, IVA examination, and cryotherapy treatment have not been achieved. This shows that it is necessary to include health promotion officers and community leaders in providing counseling related to the cervical cancer prevention program
