dc.description.abstract | The phenomenon of child exploitation in Medan City is increasing, many children work as beggars and buskers in the city crowd, where these children also make a living for their families and adults. The problem that needs to be analyzed is how is the authority of the social service in preventing the exploitation of children who are used as beggars and buskers in the city of Medan? how is the implementation of the non-penal policy of social services in preventing the exploitation of children who are used as beggars and buskers in the city of Medan? what are the efforts and obstacles in the implementation of non-penal policies on the exploitation of children who are used as beggars and buskers by the social services of the city of Medan? This study uses normative juridical law research methods with library research data collection techniques and field research data collection techniques, with qualitative data analysis. The authority of the Medan City Social Service is to prevent the exploitation of children who are used as beggars and buskers. in the form of conducting raids, monitoring and supervision, and does not have the authority to take legal action in the form of imposing sanctions on perpetrators of child exploitatio. The implementation of the Medan City Social Service's non-penal policy towards the exploitation of children who are used as beggars and buskers in Medan City is carried out based on arrangements regarding the implementation of social welfare, the implementation of child protection, the protection of children from acts of violence, the prohibition of children being made beggars and buskers in Medan City and the prohibition of buskers and beggars in Medan City. Obstacles faced include, legal substance which does not separate countermeasures for adults and children, the provincial regional regulation on child protection does not yet exist, social welfare factors and children who are used as beggars and buskers come from outside the city of Medan, and the efforts made namely through raids, monitoring and supervision, improving the social welfare of the community and coordination with the Social Service in other regions.
