The Human Development Index (HDI) is an indicator that explains how the population of an area has the opportunity to access the results of a development as part of their rights in obtaining income, health, education, and so on. One of the indicators used to see success in efforts to develop the quality of life of the community is the Human Development Index (HDI). Data taken from the Central Statistics Agency (BPS) on HDI in North Sumatra in 2022 has outliers in the independent variable and the dependent variable. Therefore, a method is needed that can handle data containing outliers, namely robust regression where the estimation still uses outliers that have been processed. it can be concluded that the Tukey bisquare M-weighted estimation robust regression model on HDI in North Sumatra in 2022 is Y = 2.6361 +1.7496 X1 + 4.1100 X2 – 2.2268 X3 + 6.3540 X4en_US
