Analisis Strategi Komunikasi Pemerintahan Desa dalam Meningkatkan Pelayanan Publik di Desa Bekulap Kecamatan Selesai Kabupaten Langkat
Abstract
This research is entitled "Analysis of Village Government Communication Strategies in Improving
Public Services in Bekulap Village, Finish District, Langkat Regency." The aim of this research is
to find out the village government's communication strategy in improving public services in
Bekulap Village, Finish District, Langkat Regency, what are the supporting and inhibiting factors
in improving public services in Bekulap Village, Finish District, Langkat Regency. This research
uses the concept of four main components of communication which are the center of study and
need to be considered in government communication strategies, namely communicators,
communication messages, communication media and target audiences. This research uses a
qualitative descriptive method with a case study approach. The informants in this research were
four village officials as the main informants and three community members as additional
informants. The data collection techniques used were in-depth interviews, observation and
documentation. The results of the research show that the factors carried out by the Bekulap Village
Government are: 1) interpersonal communication, 2) public communication, 3) providing
comprehensive understanding, 4) approaching and having direct dialogue with the community, 5)
designing messages and message content carefully, 6) using social media such as WhatsApp and
Facebook, 7) using print media such as announcement brochures and banners, 8) researching the
target audience to be addressed as a strategy for improving public services in Bekulap Village,
Finish District, Langkat Regency. Supporting factors for the Village Government in improving
public services in Bekulap Village, Finish District, Langkat Regency are quality human resources,
cohesiveness between government staff, and complete equipment in the village office. The
inhibiting factors for the Village Government in improving public services in Bekulap Village,
Finish District, Langkat Regency are non-compliance with honorarium standards, limited social
assistance, and complicated bureaucracy.
