Pengaruh Perencanaan Strategis terhadap Kualitas Rehabilitasi Medis Bagi Penyalahguna Narkotika di Badan Narkotika Nasional Provinsi Sumatera Utara

Abstract

North Sumatra Province occupies the position as the first province in Indonesia to have the highest number of prisoners in drug cases. Besides implementing restorative justice in Indonesia, the high number of drug abusers currently makes rehabilitation the best solution for the recovery process for drug abusers. The high number of cases of drug abuse in the Badan Narkotika Nasional Provinsi Sumatera Utara makes the quality of rehabilitation services very urgent. However, there are still problems related to the quality of medical rehabilitation services at Badan Narkotika Nasional Provinsi Sumatera Utara, such as a lack of infrastructure and a lack of budget. This study aims to determine the effect of strategic planning on the quality of medical rehabilitation at Badan Narkotika Nasional Provinsi Sumatera Utara. The type of research used in this study is associative with a quantitative approach. The sample in this research is 34 respondents. Data were obtained directly from respondents with research instruments using a closed questionnaire with a Likert scale. Strategic planning variable indicators (independent) used in this study are organizational capacity, effective leadership and community participation. The variable indicators of the quality of medical rehabilitation (dependent) used are the ability to apply fast cycle testing, apply innovations/ideas from the outside environment, have a strong change leader, improve key problems and involve patients. Data analysis included descriptive analysis, classic assumption test, simple linear regression analysis test, F-test, t-test, and R2 which were processed using SPSS Version 25 for windows. The results of this study indicate that the descriptive analysis of the strategic planning variable (x) has an average value of 4.3308 and the rehabilitation quality variable (y) has an average value of and 4.3469, which means that these two variables are included in the descriptive analysis category ‘very good’. Based on the results of the simple linear regression test, it shows that the strategic planning variable has a positive effect of 49.2% on the quality of medical rehabilitation at the Badan Narkotika Nasional Provinsi Sumatera Utara.
