The Smart Indonesia Program (PIP) is a program given to children who
come from underprivileged or vulnerable poor families. The purpose of this
program is for students who come from underprivileged families to get a more
appropriate education. This program itself is run based on the Minister of
Education and Culture Regulation Number 10 of 2020 concerning the Smart
Indonesia Program. However, there are still many problems in implementing this
program. SD Negeri 133890 Tanjungbalai did not provide socialization to
parents, causing parents to have minimal understanding of the program. This is
what causes misuse of funds to occur. Therefore, it is necessary to evaluate the
implementation of the Smart Indonesia Program at SD Negeri 133890
Tanjungbalai.
The research method used in this research is descriptive research with a
qualitative approach. Data collection was carried out using interview,
observation, and documentation techniques. The data obtained was analyzed
qualitatively using the CIPP (Context, Input, Process, Product) evaluation model
proposed by Stufflebeam.
The results of this study indicate the implementation of the Smart
Indonesia Program at SD Negeri 133890 Tanjungbalai in terms of context, the
implementation of the program has been carried out quite well. However, there
are some students who are not settled to receive funds, besides that there is still
misuse of funds by parents of students. Then in terms of Input, school operators
are often late in confirming the receipt of funds made by parents through the
dapodik website plus the school does not provide socialization to parents. Then in
terms of Process, the late disbursement of funds makes it difficult for parents to
meet the educational needs of students every new school year. Finally, in terms of
product, there is no significant change in the beneficiaries of this program. Many
students come only during the disbursement of funds. In addition, this program is
also unable to improve student achievement and enthusiasm in attending school.
