| dc.description.abstract | The wave of democratisation that occurred at the end of the 20th century
brought Russia towards a democratic direction. However, in its development,
Russia’s democratization did not proceed smoothly, as seen by the persistence of
undemocratic elements such as the siloviki. The transformed siloviki themselves
managed to take over Russia systematically from within and brought a reversal
for Russia’s democratisation. With the siloviki in charge, which is an
undemocratic element, Russian democracy itself is threatened with failure. This
research aims to see how this siloviki elite has transformed contemporary Russian
politics and its impact on Russian democracy. By exploring the roles they have in
the political, security, military and economic fields. This research is literature
research with descriptive analysis. This research uses democratisation theory by
Huntington and elite theory by Mosca as analytical tools. The conclusion of this
research shows that siloviki are the main cause of the reversal of democratisation
experienced by Russia, the low quality of democracy and Russia becoming an
unfree country, and they have succeeded in occupying high positions in
