dc.description.abstractThe Garbage Bank Program is a policy that is motivated by the large amount of waste in the community that is not managed properly. The purpose of holding this waste bank program is to reduce waste in the community environment while reducing the pile of waste in the TPA (Final Processing Site) so that it does not exceeding the specified load limit. However, the Sejahterah waste bank program in Medan Deli District has not been implemented effectively because there are several obstacles related to resources, processes, results and productivity levels. This study aims to describe and analyze more deeply the effectiveness of the Waste Bank Program in reducing waste in Medan Deli District. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interviews, observation, documentation, and literature techniques. Data were analyzed qualitatively with a measure of effectiveness according to Sedarmayanti (2009) including; input (input), process (process), output (results), and productivity (productivity). The research results show that; Firstly, the inputs which include human resources, capital and infrastructure are inadequate because the waste bank runs voluntarily so there are no funds to pay workers which results in a limited number of human resources working and limited infrastructure to manage waste. Both processes have carried out good socialization and communication, but the socialization has not been comprehensive so it has not achieved the target. The three outputs (results) of the waste bank program are able to produce craft products that have economic value and can reduce the amount of waste each year in Medan Deli District. However, the amount of production output and waste reduction is not comparable with the waste managed. Fourthly, there are obstacles to productivity: the use of unsupportive technology, inadequate raw materials, lack of innovation in waste management, unclear worker salary levels, and waste management training has been carried out. Thus, the various obstacles described must be addressed to realize the effectiveness of the waste bank program in reducing waste in Medan Deli District.en_US
