In regulating traffic problems such as enforcement or violations, the police apply an
ordinance called a ticket. Traffic tickets are actions taken by the police as evidence of
traffic violations that occur. As time progresses, globalization brings information and
communication technology to the fore. Therefore, the Indonesian National Police is
trying to develop technology-based public services through the Electronic Traffic Law
Enforcement (ETLE) program service.
This research aims to analyze descriptively the effectiveness of the Electronic Traffic
Law Enforcement (ETLE) Program in increasing community compliance in Medan
City. The research method used in this research is descriptive research with a
qualitative approach. Data collection was carried out using interview, observation and
documentation techniques. Data were obtained and analyzed qualitatively with
program effectiveness proposed by Campbell, namely program success, target success,
satisfaction with the program, input and output levels and overall goal achievement.
The results of this study indicate that the effectiveness of the Electronic Traffic Law
Enforcement (ETLE) program in increasing community compliance in Medan City has
been running, but there is still a need for massive socialization and also accelerating
the process of connecting static ETLE at several points that are not directly connected
to the back office dashboard so that enforcement has not been carried out optimally so
that the objectives of the ETLE program, namely Kamseltibcarlantas (Security, Safety,
Order and smoothness of Traffic) can be carried out properly.
