dc.description.abstractThis study aims to find out the participation of local communities in the development of the Food Estate Program, to analyse the strategies that can be applied to increase local community participation in the development of the Food Estate Program, and to find out the various obstacles that the government faces in community involvement in the Food Estate Program. The determination of the research area was carried out purposively, while the determination of the sample used in this study was a purposive sampling technique. The analytical methods used in this research are descriptive analysis, SWOT analysis and QSPM matrix. The research results show that community participation at the planning stage is as a community mobiliser, participating in various trainings and attending various socialisation of the Food Estate Program, joining farmer groups, being involved in measuring and determining boundaries for Food Estate land, and for the farmers group administrators are involved in providing ideas for the development of the Food Estate Program. Community participation at the implementation stage is participating in managing the Food Estate land and cultivating crops determined by the Ministry of Agriculture, marketing through institutions established by the government, and partnering with companies under the Ministry of Coordinating Maritime Affairs and Investment. Meanwhile, at the evaluation stage, the community was not fully involved because the evaluation activities were only carried out in private with the farmer group administrators. The SWOT matrix analysis resulted in eight alternative strategies while based on the QSPM matrix, the priority strategies that can be applied to increase community participation are improving the cooperation model between stakeholders, increasing the cooperation between stakeholder, and increasing the quantity and quality of the production output. Government obstacles in community involvement in the Food Estate Program are farmers' low level of adaptation, farmers do not only work on one plot of land but several plots of land, marginal land, inherited land, and inadequate infrastructure.en_US
