    Abstract
    The Lactation Room is a special room for breastfeeding mothers, which will store their milk for their sons and daughters at home. This room is intended for working mothers who do not have time or are far from their children so that the child can still receive exclusive breastfeeding from the mother. Mall delI Park To support the promotion of exclusive breastfeeding, several malls have also provided breastfeeding rooms or special rooms for breastfeeding, so that mothers can still provide breast milk without hindering their hobby of going to the mall. This study aims to identify and describe the Lactation Room Policy in the Koto Medan shopping center. This study uses a qualitative method. The collection of data used by researchers is by interview techniques, observation, and documentation as research support. The data obtained were analyzed using the implementation theory put forward by Van Meter and Van Horn, which includes standards and targets, resources, characteristics of implementing agents, communication, implementor dispositions, and the economic, social, and political environment. The results of this study indicate that the implementation of the Lactation Room Policy at Mall Deli Park Medan has not gone well. the resource indicator is quite good, the funds that are owned also support the program because it is privately owned, but the lactation room facilities still need improvement. On the communication indicator from the Mall and the Medan City Health Office, good communication had not been established and there was no coordination. In terms of the characteristics of the implementing agent, it is quite good with the commitment of the private sector in procuring lactation rooms at the Deli Park Mall, Medan City. In the indicator of the disposition of the implementor, knowledge and understanding of this policy is still lacking due to the absence of direct cooperation between the private sector and the Medan Health Office, then in the indicator of the condition of the socio-economic and political environment which is very supportive in implementing this lactation room because it has a very positive impact on the community
