Responsivitas Kinerja Bappeda dalam Penyusunan Rencana Pembangunan Jangka Menengah Kabupaten di Kantor Bappeda Kabupaten Pidie Jaya
Abstract
This research is motivated by the issues of incomplete development
planning. This is pragmatically evident from the problematic implementation of the
RPJMK development guidelines, which have not adequately addressed the optimal
development of Pidie Jaya Regency in response to the community's needs.
Therefore, efforts are needed to assess the responsiveness of the Bappeda's
performance in formulating the RPJMK for Pidie Jaya. RPJMK is crucial in
regional development planning, as it influences the policies and direction of Pidie
Jaya Regency's development for a five-year period. Responsiveness of Bappeda
refers to the ability of the Pidie Jaya Regency Bappeda to respond to development
proposals and the participation of stakeholders in the RPJMK Pidie Jaya
formulation process, as well as the follow-up actions regarding all the proposals.
This research utilizes a qualitative research approach, employing a case
study methodology. Data collection is done through document analysis, interviews,
observations, and documentation. The data is obtained and analyzed descriptively,
using Agus Dwiyanto's responsiveness assessment. Responsiveness here pertains to
the ability to respond, prioritize, and satisfy the community.
The research findings for the Bappeda of Pidie Jaya Regency reveal a
strong ability to respond to various information and proposals by involving the
community, local government work units (SKPK), planning academicians through
public consultation forums, Forum Group Discussion (FGD), Technocratic Design,
and Musrenbang RPJMK as inputs for RPJMK formulation. The prioritization of
the RPJMK for Pidie Jaya is structured based on regional needs and potential,
taking into account community proposals, environmental conditions, budget
adjustments, and available resource allocation, such as the prioritization of post earthquake infrastructure development in 2016. However, the prioritization
structure is indicated to be influenced by political bias in the selection of
development programs in the RPJMK for Pidie Jaya. Community satisfaction with
the RPJMK formulation is assessed through the Community Satisfaction Indicator
(IKM) survey, the Regional Performance Index (IKD), information transparency,
and the achievements of the sustainability of the RPJMK for Pidie Jaya from 2019
to 2024. The IKM survey was not continuously conducted, with the last survey in
2014, while the IKD for 2020 was rated at 88.96%, categorized as "Good." The
findings of this research provide valuable insights into how the Bappeda of Pidie
Jaya Regency accommodates the community's interests in the RPJMK as a
guideline for regional development.
