Proses Penanganan Kasus Kekerasan Seksual pada Anak Berkebutuhan Khusus di Unit Pelaksana Teknis Daerah Perlindungan Perempuan dan Anak (UPTD PPA) Kota Medan
Abstract
This research aims to determine the process of handling cases of sexual
violence against children with special needs in the Regional Technical
Implementation Unit for the Protection of Women and Children (UPTD PPA) in
Medan City. The Medan City Regional Technical Implementation Unit for the
Protection of Women and Children (UPTD PPA) is a regional technical
implementation unit formed by the regional government to provide services for
women and children who experience violence, discrimination, special protection,
and other problems. The research method in this study is descriptive qualitative,
which describes the stages of activities in the process of handling cases of sexual
violence against children with special needs at UPTD PPA Medan City. Data was
collected through interviews with Medan City UPTD PPA officers, conducting
literature studies through books, journals, news sources, and statutory regulations
relating to the process of handling cases of sexual violence against children with
special needs and carrying out documentation in matters about the process of
handling cases of sexual violence against children with special needs at UPTD
PPA Medan City. Consisting of 5 research informants, 1 key informant, 3 main
informants, and 1 additional informant. The process of handling cases for children
with special needs goes through 3 stages of activities, namely, the initial stage,
which consists of case complaints, case outreach, and case identification. The
middle stage contains Informed Consent or approval for the services provided,
interviews & screening, and assessing the victim's needs. The final stage is
providing services victims need in the form of legal aid assistance, health
assistance, and psychological assistance assistance. The writer hopes that the
results of this research will provide a transparent picture of the process of
handling cases of sexual violence against children with special needs carried out
by the Regional Technical Implementation Unit for the Protection of Women and
Children (UPTD PPA) in Medan City.
