dc.description.abstract | The low salaries of teachers made government release the UU no.14 of 2015 to recognize teachers and lecturers and to improve their welfare. Certification funds are often late, making teachers complain. This delay also affects SD Parulian 2 Medan, where the salaries of certified teachers obtained from the foundation are lower than those of non-certified teachers. The aim of this research is to examine and analyze teacher certification policies on teacher performance at SD Parulian 2 Medan.The research method used is descriptive qualitative research method with retrospective data analysis. Retrospective analysis has 3 indicators, problem formulation, monitoring and policy assessment. Descriptive qualitative research method where problem solving procedures are investigated by describing the condition of the subject or object in the research and using data collection techniques; interviews, observation and documentation.The results of retrospective analysis of certification policy on performance at SD Parulian 2 Medan are; percentage of certified teachers decreased because there were certified teachers pension and Joined PPPK, 2 non-certified teachers > 10 years of service cannot get certified because they lost the documents needed to apply for certification, and delays in disbursement of certification funds. The positive impact is the performance of certified teachers is higher compared to non-certified teachers, seen from the average student scores, professional nature and interaction between teachers and students.
