| dc.description.abstract | This study aims to describe efforts to deal with homeless people and
beggars by the Pematangsiantar City social service, the factors that cause the
emergence of homeless people and beggars, and the social rehabilitation program
for homeless people and beggars. This research is a descriptive research with a
qualitative approach. The research subjects are social and community services in
Pematangsiantar City. Data collection techniques using observation, interviews,
and documentation. Data analysis techniques used are data collection, data
reduction, data presentation, and drawing conclusions. The results of this research
are efforts to overcome homeless people and beggars by the Pematangsiantar City
Social Service through a social rehabilitation program. Factors The emergence of
homeless and beggars due to high levels of poverty, low education, lack of work
skills, socio-cultural factors or environmental influences. Social rehabilitation is a
service for individuals who need special services in the social field, namely
improving their social skills, preventing their social abilities from decreasing or
getting worse than their previous social conditions. The conclusion of this study is
that with the efforts to deal with beggars by the Pematangsiantar City Social
Service, the number of homeless and beggars is decreasing. However, the
handling of homeless and beggars in Pematangsiantar City has not been effective,
because there are several obstacles and local regulations regarding homeless
people and beggars do not yet exist. Recommendations to the Social Service and
related institutions to be more active in dealing with homeless people and beggars,
to coordinate, and to tie up relations between regions. | en_US |
