Kinerja Perusahaan Umum Daerah Pembangunan dalam Pengembangan Pariwisata Kebun Binatang Medan

Abstract

This research aims to determine and explain the performance of the Regional Public Company (RPC) Development in developing Medan Zoo tourism. This research was conducted to see the development of Medan Zoo tourism by RPC Pembangunan. However, the implementation of tourism development at the Medan Zoo is still not optimal. This research uses five indicators to measure performance. The research method used is descriptive qualitative. Data collection techniques were carried out by interviews, observation, documentation and literature study. The research informants consisted of Plt. Main Director of RPC Pembangunan, Director of Operations of RPC Development, Deputy Chair of Commission III Medan City DPRD, Medan Zoo Manager, Medan Zoo Worker, Medan Zoo Tourist, The Wildlife Whisperer of Sumatra Organization. The research results show that animal attractions still do not pay attention to the welfare of the animals themselves. Supporting facilities have been met, such as parking lots and places of worship, but there are several facilities that are not yet adequate, such as bathrooms and rubbish bins. Accessibility to the Medan Zoo has a large road but there is a lack of public transportation to the Medan Zoo. Then in terms of indicator 1) RPC Productivity Development already has new ideas and achieved targets. 2) Service quality is reviewed in terms of 3 indicators, physical evidence and empathy are still lacking and in terms of rehabilitation, RPC Development has Standard Operating Procedures. 3) Responsiveness RPC Development does not have a program to accommodate the aspirations of the community and tourists. 4) The responsibility of RPC Development is considered to be still lacking. 5) Accountability RPC Development is accountable for its performance to the Medan City DPRD but has not yet carried out performance accountability to the public. Factors influencing the performance of PUD Development are human resources and infrastructure. Animal attractions still do not pay attention to the welfare of the animals themselves.
