The methods used in writing this thesis are heuristics (collection of data), verification of criticism (authenticity of data), interpretation (study of sources), and historiography (writing of history). In collecting data, this study used the method of library research and field studies. Library studies use literature in the form of books in the North Sumatra University library, the North Sumatra regional library and the Medan city library. In the field study the authors conducted interviews with informants. From this research the results obtained in the form of information which can be concluded that the Medan PKS was declared on October 11, 1998 when it was still called PK. DPD PKS Mean has a structure in its management, including a Chair, Secretary, Treasurer, and several fields. The strategy carried out by PKS Medan is internal strengthening which is carried out through routine coaching carried out by cadres and in seeking community support, PKS prioritizes community services, especially the lower middle class which is carried out through programs such as cheap basic food services, free health checks, etc. . The year 2004 was the heyday of PKS where PKS won 9 seats in the DPRD of Medan city. However, PKS continues to experience a decline in winning seats. In the 2009 election PKS won 7 seats and in 2014 PKS only won 5 seats in Medan. For regional elections in Medan, PKS failed to win its candidate pair for 2 periods. Factors in the decline of PKS include the lack of innovation by PKS in seeking public support in 2009. Then in 2014 due to the case of imported cattle bribes that befell the president of PKS.
