dc.description.abstractFlood disasters are an event that often occurs in Indonesia and hit many areas throughout Indonesia, including the city of Medan. Frequent flood disasters are caused by high rainfall, shallowing of drainage and rivers due to sediment, non-functioning canals, and increasingly narrow water catchment areas. This can hinder government work programs and hamper daily community activities. This research aims to find out and describe in depth how responsive the Regional Disaster Management Agency (BPBD) is in responding to emergency flood disasters in Medan City. The research method used is a descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation and documentation. Data was obtained and analyzed qualitatively using a responsiveness theory approach proposed by Zeithaml et al in Hardiansyah (2011: 46) whose indicators consist of responding to each community, service quickly, precisely, carefully, on time and responding to every complaint. The results of this research show that the BPBD of Medan City already has responsiveness in handling emergency response to flood disasters in Medan City. The responsiveness of the Medan City BPBD has been quite good by responding to every community that needs help, the alertness has been carried out by forming a community in the form of Keltana, the existence of evacuation routes, the existence of a disaster preparedness post created by the Medan City BPBD, providing a forum for the community to channel complaints. However, there are still several weaknesses, such as human resources which are still inadequate in terms of quality and quantity, the interactions carried out are not two-way regarding complaints from the community and the speed of the Medan City BPBD in providing assistance is still lacking because they prioritize areas with the severity of the disaster. higher. So in this study the researcher recommends increasing the speed of service by adding human resources who have adequate understanding and experience, and carrying out two-way interactions with the community to respond to complaints from the community.en_US
