Online-based birth certificate is an information technology-based administration service that can be accessed via the Sibisa website which aims to speed up and facilitate services to the public in managing population administration and civil registration which were initially carried out manually so that with the Sibisa website it can facilitate and improve the quality of public service. However, in implementing the Sibisa service, there are still people who process birth certificate documents manually, server downtime on the Sibisa website, people who do not know about the existence of Sibisa online services and people who do not understand how to use Sibisa services. This research aims to describe in detail the effectiveness of online birth certificate services at the Medan City Population and Civil Registration Service.
The research method used in this research is descriptive research with a qualitative approach, with data collection techniques through interviews, observation and documentation. Informant collection was carried out using purposive sampling techniques. Data were analyzed qualitatively using the effectiveness theory approach proposed by Duncan, including goal achievement, integration and adaptation.
The research results show that the effectiveness of the Sibisa online-based birth certificate service at the Medan City Population and Civil Registration Service is optimal. Because the existence of the Sibisa service makes it easier for people to access documents quickly and easily, especially in making birth certificates and it is known that there is an increase in the number of birth certificates made through the Sibisa service, there are information boards for making birth certificates through the Sibisa service, and training is held for Sibisa service implementers. However, the adaptation shows that it has not gone well because there is still a manual service for people who want to make birth certificate documents. The availability of manual services has the potential to hamper the community's adaptation process to the use of online-based services through Sibisa. Apart from that, the application of Sibisa services can be maximized by increasing the number of ADM machines to make things easier for the public.
