    Abstract
    Environmentally sound waste management is an activity carried out in an effort to handle and reduce waste which aims to improve the quality of the environment now and in the future and provide benefits that can produce added value in a sustainable manner. The problem that arises in waste management, especially in Pematang Siantar City, is that there is no visible waste management process carried out by the Environmental Service. The landfill that has been provided is overloaded and there are lots of piles of rubbish spilling onto the main road due to the fact that the waste management methods used are not environmentally friendly. This research aims to find out and describe in depth how the Pematang Siantar City Environmental Service performs in environmentally sound waste management. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interview, observation and documentation techniques. The data obtained was analyzed qualitatively using the organizational performance theory approach proposed by Agus Dwiyanto (2012:47) with indicators of productivity, service quality, responsiveness, responsibility and accountability. Based on findings in the field, researchers concluded that the performance of the Pematang Siantar City Environmental Service in environmentally sound waste management was not optimal and was not yet environmentally sound. This is because there is no involvement of the community in the management process and the programs implemented do not implement sustainability processes. Only 30 percent of waste management is carried out, whereas in the national target 70 percent of waste must be handled. This form of lack of seriousness on the part of the department is proven by the absence of waste study data in each sub-district in Pematang Siantar City, so it does not have a priority scale for waste that must be handled. The quality of service provided is more focused on transporting waste, not handling piles of waste at the landfill. Cooperation with the private sector is only in the form of CSR, namely social responsibility towards the environment which is utilized in the form of facilities and infrastructure, not cooperation in the waste management process.
