    Analisis Pemanfaatan Dana Kapitasi Jaminan Kesehatan Nasional di Puskesmas Medan Sunggal Kota Medan Tahun 2023

    Abstract
    In seeking the commitment towards Universal Health Coverage implemented by the World Health Assembly (WHA), the government is responsible for the implementation of health insurance in Indonesia through a social security organizing agency and establishes the Health Social Security Organizing Agency (BPJS) as the health insurance organizer using a capitation fund system paid monthly to the First Level Health Facility (FKTP) according to the number of participants registered at the FKTP without taking into account the type and amount of health services provided. In Medan City, the allocation of capitation funds is regulated in Medan Mayor Decree No. 900/02.K Year 2022. This study aims to determine how the utilization of capitation funds at Puskesmas Medan Sunggal in implementing health services at the puskesmas. This type of research is qualitative research with a case study design. The research was conducted from February 2023 to April 2023. The informants in this study amounted to 9 (nine) people. Data were obtained by conducting in-depth interviews using interview guidelines. The results showed that Puskesmas Medan Sunggal still has obstacles too many applications of capitation fund management, the absence of economic and IT personnel that are needed regarding the management of capitation funds. The slow verification and realization of the Health Office related to the expenditure of goods causes the remaining capitation funds which in turn the remaining funds are used for the following month. It is hoped that SILPA can be used as a service enhancer so that it does not have to be returned. It is recommended that the Health Office strive for a faster mechanism for purchasing goods, distribution and verification and for the puskesmas to further optimize the use of capitation funds for other health programs and services.
