dc.description.abstractHealth services in Indonesia are implemented in stages. The referral system is a health service that regulates the delegation of duties and responsibilities for health services. The high number of referrals at Pekan Labuhan Health Center is contrast to the JKN program which should be able to maximize the function of health centers. The research method uses an interactive qualitative approach. The 10 research informants who were interviewed included. Data collection used indepth interviews and observation. Data analysis using domain analysis techniques is presented in narrative form. The research results show that the availability of drugs at the Pekan Labuhan Health Center is complete but not in accordance with the national formulation that has been determined, where drug availability is based on the health center formulary. If the required medicine is not available at the Puskesmas, it will be borrowed from the nearest Puskesmas, and if it is still not available, it will be prescribed or referred to the patient. Health Center's human resources are still very lacking, namely there are no analyst staff. In diagnosing a patient's illness, health workers use medical devices to show more accurate results. Every employee knows the referral system in the JKN era. The existing facilities and facilities are complete and in accordance with the primary standards and compedium based on the JKN program. Health facilities and advice that are not available at the Health Center will be submitted to the Department. All patients do not know what a gatekeeper is, but all patients follow the rules that have been made by the Health Center. The Pekan Labuhan Health Center is capable and trying to carry out the puskesmas' duties as a FKTP, however, according to officials at the Pekan Labuhan Health Center, many patients do not understand the function of the health center, and only go to the health center to take referrals. It is hoped that the Medan City Health Service will complement the availability of medicines, facilities and human resources at the Pekan Labuhan Health Center.en_US
