COVID-19 is an infectious disease caused by the newly discovered corona virus. COVID-19 is a virus that can cause disease in animals and humans. COVIS-19 has become a pandemic that attacks all countries in the world. As a result of the COVID-19 pandemic, people cannot carry out activities outside the home and this causes people's economic income to decrease. Efforts made by the government to ensure that people's income remains stable is providing a cash social assistance program to the community. The cash social assistance program is assistance sourced from the ministry of social affairs of the Republic of Indonesia which will be provided to the community based on Integrated Social Welfare Data. Research was conducted in Sipultak Village on communities affected by COVID-19. The aim of this research is to look at the Context, Input, Product and Process (CIPP) evaluation model in the implementation of Cash Social Assistance program activities in Siputak Village, Pagaran District. The key informant in this research was the head of Sipultak village. The main informants were four people from Sipultak Village who received cash social assistance. As well as an additional informant, namely one person in the community who did not receive Cash Social Assistance. The research uses a descriptive qualitative approach. The type of research used in this research is field research. Data collection techniques were carried out using observation, interviews and documentation methods. Data analysis uses qualitative field methods. The research results showed that the Context Evaluation was not achieved, because it had an inappropriate activity program background and had program objectives that did not match what was expected. Inputs Evaluation is not achieved, facilities and infrastructure are not supported and implementation procedures are not in accordance with target needs, as well as good management and use of budget funds. Process Evaluation was not achieved, in its implementation there were still delays for cash social assistance assistants in providing assistance, the companion's performance was not good and methods were used that were not in accordance with procedures. Beneficiary families are able to participate in the cash social assistance activity process quite well, but there are still some beneficiary families who do not arrive on time. Product Evaluation was not achieved, because the beneficiary families used the assistance to buy goods or necessities that were not needed.
