dc.description.abstract | This research is motivated by the phenomenon of flooding that continues to hit Tebing Tinggi City. This frequent flooding can affect community activities and the cross-Sumatra route. Furthermore, this research discusses performance which aims to find out and describe the performance of local government agencies in local disaster management at the pre-disaster stage in Tebing Tinggi City, which in this case leads to the Tebing Tinggi City Regional Disaster Management Agency (BPBD). This research is important to be able to find out the actions or activities carried out in flood management at all stages, especially at the pre-disaster stage, both structural and non-structural mitigation. In addition, this research is also useful for the community so that they can anticipate the impacts caused by flooding, and reduce losses from flooding that occurs in Tebing Tinggi City.
This research uses a descriptive research method with a qualitative approach. Data collection techniques were conducted through interviews, observations, secondary data, and literature studies. The research informants consisted of Tebing Tinggi Local Government officials and the community. The Local Government apparatus consisted of the Regional Disaster Management Agency which included the Head of the Tebing Tinggi Regional Disaster Management Agency and the Head of the Prevention and Preparedness Division of the Tebing Tinggi Regional Disaster Management Agency as well as the community affected by flooding in Tebing Tinggi City.
The results stated that in the pre-disaster stage there were still problems related to low productivity seen from the budget, facilities and human resources. As well as low service quality problems seen from indicators, namely tangible, reliability, responsiveness, assurance, and empathy. | en_US |
