Modalitas Anggota DPRD Kabupaten Tapanuli Utara (Studi Kasus: Fatimah Hutabarat di Dapil I)
Abstract
Elections are a manifestation of the characteristics of a democratic state
and as a five year agenda for the transfer of power, the implementation of which
is based on democratic values by containing the principle of human freedom.
Elections involve the p eople directly to vote in choosing representatives who will
occupy government seats and provide opportunities for the entire community
including the freedom to participate in political competition. The theories used in
this research are democracy theory, m odality theory, namely political, social and
economic capital. The research method used is qualitative method with
descriptive qualitative analysis.
The results of this study explain that the winning of Fatimah Hutabarat as
DPRD Dapil I Fatimah Hutabarat c arried Nasdem and was accompanied by 3
modalities namely political, social and economic. Political capital owned by
Fatimah Hutabarat by having a strategic position in the supporting party and
community organisations and occupying the position of DPRD memb er in the
previous period. Social capital, which can be seen in how Fatimah Hutabarat has
become a representative of the people and serves her community in terms of
listening to the aspirations of the community. economic capital owned by Fatimah
Hutabarat candidate political funds that have been prepared in advance.
