dc.description.abstractThis research examines the open proportional electoral system implemented in Indonesia. The purpose of this study is to analyze the open proportional electoral system that is applied to legislative elections in Indonesia because of the emergence of thoughts to change the open proportional system to closed proportional. The decision to change or maintain an electoral system will certainly affect the quality of the legislative candidates adopted and the political parties that run for seats in parliament. This of course affects the party system and campaign pattern implemented in Indonesia. So it is necessary to study the development of an open proportional system applied in Indonesia. The formulation of the problem in this study is why the regulation of the general election system in Indonesia chooses an open proportional system in Law no. 7 of 2017 concerning General Elections, how is the Implementation of the Parliamentary Threshold in the Open Proportional system in Indonesia, and how is the campaign funding system in the open proportional system in Indonesia. The type of research used in this research is normative legal research. The nature of this research is descriptive. The data used is primary data based on statutory regulations and official documents related to the electoral system in Indonesia. Meanwhile, secondary data includes literature relevant to the research consisting of data collected using library research techniques. Furthermore, all data were analyzed using qualitative data analysis methods. Based on the results of this study, it shows that the application of an open proportional electoral system is more appropriate than a closed proportional system because this system is in accordance with the characteristics of people's sovereignty held by Indonesia and can produce people's representatives who are more accountable and close to their constituents. This open proportional election system has the potential to weaken the role of parties so that political parties not only lose legitimacy from the people but also lose their role as a forum for political recruitment, a role in increasing education and political participation. The application of an open proportional election system also affects campaign costs or political costs which tend to be expensive, giving rise to several cases of buying and selling votes.en_US
