Pemberdayaan Perempuan Miskin Nelayan (Studi Kasus Desa Paluh Kurau Kecamatan Hamparan Perak Kabupaten Deli Serdang)
Abstract
Poverty can be characterized by high rates of unemployment, backwardness and
human helplessness. Various efforts to overcome the problem of poverty include
empowerment. Empowerment of women is carried out to be able to access the
abilities they have. Empowerment of female fishermen was formed by the
posyandu cadre community which aims to make a change, especially in the
economic independence of female fishermen. Empowerment requires a maximum
process so that empowerment runs well. The empowerment process in this case is
a deliberate effort to facilitate local communities in planning, deciding and
managing their local resources so that in the end they have economic capabilities
and independence. The data collection techniques used were: observation,
interviews and documentation studies. In selecting informants, a purposive
sampling technique was used based on criteria determined by the researcher. The
theory used in this research is the community empowerment process theory by
Terry Wilson which emphasizes 4 stages, namely: Awareness, Understanding,
Utilization, Use. From the results of this research, it can be concluded that the
process of empowering female fishermen in Paluh Kurau Village has fulfilled and
is in accordance with the 4 stages in Terry Wilson's theory. The success of this
empowerment has made female fishermen prosperous and independent in the
economy. This success is also measured by social welfare indicators, namely:
education, health, employment, housing, consumption levels and patterns.
