dc.description.abstractThe Corporate Social Responsibility (CSR) program is one of the programs that is required for companies to carry out their social responsibility in order to produce a positive impact on the community within and outside the company's environment. The government acts as a facilitator and manager of the sustainability of the CSR program. This study aims to describe in detail the governance of the CSR program through the Collaborative Governance concept in supporting regional development in Dairi Regency. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out by interview, observation, and documentation techniques. The data obtained were analyzed qualitatively using the Collaborative Governance approach proposed by Ansell & Gash, covering initial conditions, leadership, institutional design, and collaboration processes. The results of this study indicate that the management of the CSR program carried out by the Dairi Regency government is not fully allocated to support the priority regional development programs of Dairi Regency. In the initial condition dimension, the government has motivation with companies to collaborate in regional development. On the leadership dimension, the government is lacking in providing communication to the public regarding CSR programs and also has never held an official forum with companies to discuss CSR programs. In the institutional design dimension, there are no specific regulations governing the governance of CSR programs by the government. In the dimension of the collaboration process, the government is less active in negotiating with companies so that there are very few or no CSR funds in 2020 and 2021. CSR funds tend to be allocated to help UMKM. In fact, the regional development priority program for Dairi Regency is not included in increasing UMKM. However, the CSR program for UMKM is sufficient to help increase the economic growth of the community.en_US
