    Abstract
    Micro, Small and Medium Enterprises (MSMEs) have an important role in the Indonesian economy, MSMEs are part of the Indonesian economy which has great potential to improve people's welfare. However, there are still obstacles that prevent MSMEs from developing in Humbang Hasundutan Regency, starting from capital problems, human resources whose capabilities are still limited, inadequate facilities, also MSME actors who do not understand digitalization, lack of product promotion, and production that is still limited. and marketing of MSME products, especially in e-commerce, is still minimal. The Humbang Hasundutan Regency Trade and Labor Cooperative Service is an OPD under the auspices of the Humbang Hasundutan Regency Government which is in charge of the MSME sector. This research aims to describe in detail the implementation of the Micro, Small and Medium Enterprises (MSME) Development Strategy through the Trade and Labor Cooperatives Service of Humbang Hasundutan Regency. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interview, observation and documentation techniques. The data obtained were analyzed qualitatively using the Strategy Implementation theory approach proposed by Wheelen & Hunger (2003:17) including 3 indicators, namely program determination, budget determination, and procedure determination. The results of the research show that the implementation of the MSME Development Strategy carried out by the Humbang Hasundutan Regency Trade and Labor Cooperatives Service in implementing the program has gone well and is in accordance with its duties and functions. In terms of program determination indicators, the Humbang Hasundutan Regency Trade and Labor Cooperative Service and the Regional Development Planning Agency determine strategic issues that will become the Department's priority programs, such as: 1) facilities and socialization of KUR UMKM; 2) Human Resource Training through Weaving Training; 3) Socialization and development of digital e-commerce product marketing; 4) exhibition and promotion activities for MSME products. The indicators for determining the budget for each activity come from APBD allocations. Indicators for determining procedures, the implementation of each activity program, the Department establishes communication with various levels of government and stakeholders in carrying out activities.
