dc.description.abstractArticle 22C and Article 22D of the 1945 Constitution are the legal basis for the existence of DPD as regional representatives. This article is enshrined in the law governing representative institutions known as the MPR, DPR, DPD and DPRD Law. In writing this thesis, there are three formulations of problems that will be studied, namely: How is the existence and relationship of the Regional Representative Council of the Republic of Indonesia with the President in the Indonesian government system. What is the constitutional obligation of the Regional Representative Council of the Republic of Indonesia in the context of implementing regional autonomy. What is the role of the Regional Representative Council of the Republic of Indonesia in the relationship between the central and local governments. The research used is normative legal research. The nature of research is prescriptive analytical with a statute approach and a comparative approach, namely by interpreting or interpreting and explaining or theoretical views related to the role of DPD RI as stipulated in the 1945 Constitution and other related laws and regulations. DPD RI has a very important role. DPD RI has a relationship with the President as stipulated in Article 22D paragraph (2) of the NRI Constitution of 1945 and Article 23 paragraph (2) of the NRI Constitution of 1945. That in its entirety Article 22D and Article 23 paragraph (2) of the NRI Constitution of 1945 affirm the constitutional obligations of DPD which include 3 (three) functions, namely the legislative function, the budget function, and the supervisory function. The three functions of DPD affirm DPD's constitutional obligations. Based on research conducted by the author, that in practice DPD RI members focus more on supervision, DPD RI supervises infrastructure development in the regions. The budget function providesinput to the government about what needs to be built in the regions. DPD RI as a channel for the aspirations of the people in the regions. DPD RI must be creative becausee na is a regional representative. Therefore, creativity and agile movement are needed in communicating.en_US
