This research is motivated by the phenomenon of fingerprint attendance
which is less than optimal in its use. The many shortcomings of fingerprint
attendance are an obstacle for Education Office employees. This research
discusses innovations that aim to improve the shortcomings of fingerprint
attendance by updating the electronic attendance system and describing the
innovation of the electronic attendance system in improving employee work
discipline at the Humbang Hasundutan Regency Education Office. This research
is important to be able to find out the advantages and disadvantages of the
electronic attendance system in improving employee work discipline.
This research uses descriptive research methods with a qualitative
approach. Data collection techniques were conducted through interviews,
observation, documentation and literature study. The research informants
consisted of the state civil apparatus (ASN) of the Education Office, namely the
Head of the Office, Secretary, General and Personnel Subdivisions and the
Division of Personnel Development. This research uses indicators of innovation
according to Everett M. Rogers, namely Relative advantage, Suitability,
Complexity, Possibility to try and Ease of observation.
The results of the study state that face print attendance in its use is better
than fingerprint attendance, in terms of relative advantage, the increase in
attendance allows employees to do their jobs better. Conformity, the use of the
new attendance will automatically load all employee data so that it will help
collect employee attendance data. Complexity, face print attendance is not
complicated but the steps that must be taken to fill in attendance are more.
Tryability, the use of face print attendance in the sibahanpe application has been
tested and proven. Ease of observation, face print attendance makes it easier for
employees to fill in attendance so that an increase in employee attendance makes
work discipline increase and employees provide maximum service. However, the
sibahanpe application sometimes experiences technical problems and employees
have difficulty when the internet network is unstable. There is still a weakness that
the services of the Humbang Hasundutan Regency Education Office are still
lacking in character education.
