Studi Evaluasi Peraturan Walikota Medan Nomor 25 Tahun 2020 dari Aspek Peserta Program Bantuan Sosial yang Tidak Tepat Sasaran di Dinas Sosial Kota Medan
Abstract
The Basic Food Social Assistance Program has several problems, namely
the number of poor people who report not receiving assistance to the absence of
socialization carried out to the community regarding how to register and receive
Basic Food Social Assistance. This research aims to describe the Evaluation
Study of Medan Mayor Regulation Number 25 of 2020 from the Aspect of Non-
Targeted Social Assistance Program Participants at the Social Service Office of
Medan City. The research method used is a descriptive research method with a
qualitative approach. Data collection techniques were carried out by interview,
observation, and recording documents related to the implementation of the Basic
Food Social Assistance. The data obtained is then analyzed qualitatively by
reviewing all the data that has been collected and supported by the results of
interviews with the evaluation model developed by Stufflebeam, namely the CIPP
Evaluation Model which includes Context, Input, Process and Product.
The results of this study show that the Context Evaluation is not fulfilled
because the Integrated Social Welfare Data (DTKS) which is used as a reference
in distributing aid has not been updated so that the data becomes invalid. Input
Evaluation is not fulfilled because the human resources involved are not
sufficient, both in terms of number and ability. Process Evaluation has met the
criteria because the aid distribution has been carried out in accordance with the
mechanism stipulated in Medan Mayor Regulation No. 20/2020. Finally, the
Outcome Evaluation does not meet the criteria because the results of the Basic
Food Assistance Program have not been able to meet the food needs of
Beneficiary Families (KPM).
The suggestions for the Social Service Office of Medan City are (1) The
Social Service Office of Medan City must immediately update the Integrated
Social Welfare Data so that the data is more accurate, (2) The Social Service
Office must provide technical instructions on how to provide Basic Food
Assistance to the village heads and neighborhood heads to help them better
understand the types of poor people who must be recorded based on these data,
(3) It is expected that the Social Service Office, Village Heads and Neighborhood
Heads provide socialization to the community regarding registration procedures
in receiving Basic Food Assistance, (4) It is expected that the Social Service
Office will analyze the needs of Beneficiary Families so that the assistance
distributed can meet the daily food needs of the community.
