The results of the research on the Effectiveness of the People's Business Credit Program (KUR) in the Development of MSMM Pegadaian Branch Setia Budi show that the program has not been effective as expected, It is seen from Understanding the Program that it should be considered in socializing the KUR program that needs to be considered, not only MSMEs knowledge of KUR procedures at Pegadaian branch of Setia Budi but also MSMEs knowledge of KUR program. Then from the right target, it is still found that the distribution of KUR was absorbed not for the productive business sector. Then, the purpose of the program was achieved, namely the KUR program at Pegadaian branch of Setia Budi only able to solve the capital problems faced by MSMEs without being followed by business development and income improvement. And in terms of real changes, there has not been an increase in the level of life of MSMEs and other forms of change.
