dc.description.abstractThe zoning system as a policy that aims to create equal distribution of education currently still has obstacles in its implementation and objectives. In Medan Baru District there are still students who register through the zoning system but do not graduate, even though they live close to the school. This research aims to determine and explain the performance of the Medan City Education Office in implementing the Zoning System in an effort to equalize education in Medan Baru District and explain the factors that influence the performance of the Medan City Education Office. The method in this research is qualitative with data collection techniques carried out by interviews, observation and documentation. The research location is at the Medan City Education Office. The informants in this research are the Middle School Curriculum Assessment Section Staff, Middle School Facilities and Infrastructure Section Staff, the community and PPDB Staff at SMP Negeri 10 Medan. The theory used in this research is organizational management and public organization performance using performance indicators according to Dwiyanto (2012: 50) and the validity techniques in this research are source triangulation, technical triangulation, and time triangulation. The results of this research show that the Medan City Education Office has sufficient resources in terms of quality and quantity, but socialization regarding the zoning system has not been optimal and there is no data collection and follow-up for students who do not pass the registration system. Complaints submitted by the public are handled with a help desk, as well as assistance for poor students, and the Medan City Education Office coordinates with Disdukcapil and Diskominfo in implementing the zoning system. The Education Office also controls the zoning system, even as a verifier.en_US
