dc.description.abstractThe purposes of the study are: (1) To describe the activities of partnership between farmers and the agribusiness industry, (2) To explain how the mechanisms of the partnership of farmers with the agribusiness industry, and (3) To analyse the evaluation of the National Strategy Program Food estate in the Ria-Ria Village, Pollung district, Humbang Hasundutan Regency. The determination of the research area was carried out by purposive sampling. Determination of the sample using nonprobability sampling with incidental sampling method, namely 30 respondents. The analytical method used in this research is descriptive analysis method. The results of the research show that the partnership activities between farmers and the agribusiness industry include the activities partnerships of land loan system, seed loan, marketing, supply of heavy equipment, aid means of production, transportation and credit. The partnership mechanism between farmers and partner companies begins with planning, then to avoid overlapping of authority continues with the organization, through the distribution of clear job descriptions as well as continued with the implementation process, any implementation of the partnership that occurs between the farmers on behalf of the partner companies that includes activities: company offerings to farmers, partnership submissions, location surveys, administration of partnership contracts, implementation and monitoring, evaluation and operational support. The evaluation results of the CIPP program based on the evaluation criteria show that: 1) context: the program is relevant to the conditions and policies of the region, and the needs of farmers, promotes farmers' independence, improves food sustainability, enhances farmers’ well-being, provides jobs, increases production and productivity. 2) input: the availability of land, labour, seedlings, fertilizers and pesticides that can be used in accordance with the SOP, according to the agreement that has been agreed by the farmers with the partner company, and also the organization and management as well as the means and supplies in it. 3) process: there are socialization activities, distribution of aid, implementation of activities, accompanying, supervision / monitoring carried out by the program responsible according to agreement although in fact there are farmers who say that the accompanied activities nor supervision are not well carried on because it does not conform to the existing agreement and 4) products: there is an improvement in production and productivity although not significant, but contributes positively to the improvement of food sustainability and welfare of farmers.en_US
