| dc.description.abstract | One form of communication between the people and the Regional Legislative Council (DPRD) is a recess. For the recess in Constituency 2 of Binjai City, North Binjai, the recess was held for the first time in December after being inaugurated in September 2019. Then in 2020-2023 the recess was only held once, this is because the existing budget was focused on recovering from Covid-19 in Binjai City. In this research the author used qualitative methods. The data in this research was collected through observation, interviews and secondary data in the form of journals, theses and other scientific research. The results of this research describe the implementation of recess in North Binjai District in 2019-2023. The implementation of the recess as a communication medium between the DPRD and constituents has been effective. However, because it is only held 3 times a year, even in Binjai City it is only held once a year and there are a limited number of people invited, so the time for communication is limited. Therefore, DPRD members need to receive reports and aspirations from the community even outside the recess period. | en_US |
