dc.description.abstractThe concept of inclusive public services has paved the way for vulnerable groups to be given more attention, including persons with disabilities. Government Regulation Number 52 of 2019 concerning the Implementation of Social Welfare for Persons with Disabilities explains that one form of social rehabilitation for persons with disabilities can be carried out by paying attention to accessibility services, both physical and non-physical. However, Medan City is still an unfriendly city for people with disabilities. One of the problems that can be seen is that there is no specific legislation to guarantee the rights of people with disabilities in Medan, especially in terms of accessibility services. The research used in this study is descriptive research with a qualitative approach. The use of descriptive research is used because researchers try to describe how the implementation of this policy through accessibility services in Medan City. The focus of this research is taken based on the policy implementation model proposed by George C. Edward III with 4 (four) variables that influence policy implementation, namely communication, resources, disposition, and bureaucratic structure. The results of the study have shown that the Implementation of the Social Welfare Policy for Persons with Disabilities through Accessibility Services in Medan City has not been implemented. This can be seen from the attitude of implementers who have not transmitted information related to this policy so that there has not been a clear follow-up to the legislation which is a disposition step for the bureaucracy. The fulfillment of accessibility service needs for persons with disabilities in Medan City has not been implemented, especially on a disposition. In the end, meeting the needs of accessibility services for people with disabilities in Medan is minimal and increasingly neglected. Therefore, there are shortcomings in some indicators that have resulted in the implementation of policies have not been successful. So, the government's attention is still needed, especially regarding the disposition regarding policies for people with disabilities in Medan Cityen_US
