    Abstract
    HIV/AIDS prevention and control is the government's response to the HIV phenomenon. Simalungun Regency, which has the third highest number of new cases, has accelerated the reduction of HIV/AIDS rates by empowering health services and developing the capacity of health workers as implementers of prevention and treatment. However, the efforts made did not have a significant impact on HIV/AIDS reduction rates with capacity building on human resources is not enough but there are other aspects in the organization that must be done capacity building. Therefore, the researcher intends to explain in detail the extent of organizational capacity building that has been done by the Health Office in HIV/AIDS prevention in Simalungun. This research uses an explanatory research method with a qualitative approach. Data collection was carried out using interview, observation and documentation techniques, data analysis techniques with data collection, data reduction, data appearance, the data analysis stage researchers used the help of Nvivo 12 software. The capacity building analysis used by researchers is based on the main dimensions of organizational capacity development as stated by Keban: Milen, namely organizational structure, work mechanisms, human resources, organizational culture and accountability. The results showed that the Simalungun Health Office has an organizational structure dimension, already available and clearly written units according to their affairs and implementation needs. The mechanism of work, the capacity of the Office to provide HIV services ranging from preventive, curative and rehabilitative has been implemented but there are some parts that have not been implemented properly. Human resources, the availability of employees in the P2 HIV section is still minimal for the scope of tasks per district is different in health services HR are competently prepared. Organizational Culture has a working relationship through communication and coordination. Accountability in the form of administrative reports whose transparency has not been realized based on reports of HIV control activities for control carried out through monitoring and evaluation. Organizational Capacity Building in the prevention and control of HIV / AIDS to realize three zero HIV / AIDS has not been carried out optimally, there are still some obstacles in the implementation process.
