Delay in construction projects is a common problem and is detrimental to the construction industry. The road handling project is one of the projected construction areas that has also experienced delays. The road maintenance program in Indonesia is implemented by the Ministry of Public Works and Public Housing in the form of a preservation project with a long segment scheme. The long segment scheme has performance indicators that can assess the performance of road preservation projects so that the success of road preservation projects can be measured. This underlies this research to analyze Critical Success Factors (CSF), identify CSFs that have a significant influence on the success of road preservation projects and analyze the influence of CSFs on performance indicators.
The Partial Least Square – Structural Equation Modeling (PLS – SEM) analysis method is used in this study to analyze the CSF of road preservation project performance with a long segment scheme. This analysis method uses Smart PLS software. PLS-SEM is more suitable for developing exploratory research that has limited theoretical development and PLS-SEM is also more suitable for use if the research data is ordinal (eg Likert scale) and nominal and rules out data that is normally distributed (nonparametric).
The results of the analysis show that the Critical Success Factor that has an impact on the success of the road preservation project with the long segment scheme is the standard quality test factor with a value of 0.371 having the greatest impact, other factors such as the labor factor (0.103), the monitoring factor (0.052), the environmental standard factor ( 0.044), equipment factor (0.044), work method factor (0.036), material factor (0.004), and design error factor (0.000) have a weak impact. On the other hand, factors that have a significant influence on the success of road preservation projects with long segments in terms of performance indicators are labor factors (X1), quality test standards factors (X5), environmental standards factors (X6), and monitoring factors (X7). Overall, the CSF factors for road preservation project performance with a long segment scheme are quite influential (moderate) on project success in achieving performance indicators, with a percentage value of 47.5%.
