    Abstract
    Development is a step or effort of change and growth carried out intentionally which aims to reduce the problems that exist in an area. Regional development as the goal of managing and utilizing existing resources. The objectives of this research are: 1). To find out the leading commodities in the horticulture subsector in North Tapanuli Regency. 2). To determine the development of superior commodity production in the horticulture subsector in North Tapanuli district. 3). To find out the distribution of locations of superior horticultural commodities according to sub- districts in North Tapanuli Regency. The data used in this research is secondary data and uses time series data from the 2018-2022 period. The data analysis methods used are Location Quotient, Shift Share Analysis, and using the Arcgis 10.8 application to carry out mapping. The results of the research show that in the LQ analysis the superior commodities based on production and land area in North Tapanuli Regency are seasonal fruit and vegetable crops, namely shallots, spinach, kale, potatoes, cabbage and tomatoes. Annual fruit crops are duku/langsat, guava. water, Siamese oranges, mango papaya, banana, snake fruit. Biopharmaceutical plants include ginger, galangal and turmeric. The results of the shift share analysis show that the development of production for each commodity is different, namely rapid growth, tends to be potential, developing and underdeveloped. Through mapping using Arcgis 10.8, it can be seen that there are several horticultural commodities in North Tapanuli Regency that are distributed evenly and there are several commodities that are not distributed evenly.
