Indonesian Sustainable Oceans Program is intended to support Indonesian transition to blue economy by increasing economic, social, and environmental benefits obtained from healthful coastal and ocean ecosystem. The objective of the research was to analyze descriptively the policy development on Village Fund concerning the issue of implementing the concept of Blue Economy in North Sumatera Province, to identify and evaluate the implementation of the concept of Blue Economy of Langkat Regency and Tapanuli Tengah Regency, North Sumatera Province, and to estimate the influence of the /KS (Social Security Index, IKE (Economic Security Index), and /KL (Environmental Security Index) on the level of people's welfare in the coastal area of Langkat Regency and Tapanuli Tengah Regency, North Sumatera Province. The research used quantitative and qualitative methods to answer the research problems.. The data were gathered from 2019 until 2022, using panel data. The result of the research showed that Covid-19 pandemic had the impact on the change in direction of policy on using Village Fund. This year (2023), the priority of using it is intended to recover national economy, national priority program, and natural and non natural disaster mitigation in supporting SDG's Village goal. Today, there is no special program which uses village fund for developing coastal areas and Blue Economy in Tapanuli Tengah Regency and Langkat Regency. Partially, the variable of /KS has positive and significant influence on the variable of People's Welfare, the variable of IKE has positive and significant influence on the variable of people's welfare and the variable of /KL has positive and significant influence on the variable of People's Welfare. It indicates that the variable of IKS, IKE, and
/KL increase so that People's Welfare also increases.
