Forest management planning is not only placed on managing timber production but also on maintaining forest ecosystem values, such as water conservation. This study discusses the need for water conservation by forests so that water will flow into rivers to be used as a source of electricity generated by Hydroelectric Power Plants (PLTA). The optimization model built into the integrated sustainable forest management plan for hydropower is the Multi Objective Goal Programming model. The solution method is a numerical optimization algorithm. Based on the results of data anlysis, it was found that the policy concept in order to optimize forest management so as to preserve the allocation of water for hydroelectric power plants contains several criterial, namely: 1) maximation of the Net Present Value (NPV) of forest land during the planning period; 2) maximizing the distribution of harvest volume in each harvest period; 3) maximizing area control criteria to determine forest age for each cutting period; 4) maximizing the criteria for the final forest inventory to ensure a solution where the forest inventory will be greater than or equal to the initial inventory; 5) maximizing the total carbon balance within the planning period; and 6) maximizing protected areas for water protection.en_US
