The The Non-Cash Food Assistance Programme (BPNT) is a social assistance programme provided to the poor with the aim of helping to improve food quality through the provision of food with balanced nutrition. However, in its implementation in Tebing Tanjung Selamat Village, there are still problems related to changes in the distribution mechanism and inaccurate targeting of the programme. This study aims to be able to know and describe the evaluation of the non-cash food assistance programme (BPNT) in underprivileged communities in Tebing Tanjung Selamat Village, Padang Tualang District, Langkat Regency. This research uses descriptive research methods with a qualitative approach. Data collection techniques were carried out through interviews, observation, documentation and literature studies. The research informants consisted of village and regional government officials of Langkat Regency which included the village head, village secretary and head of the village of Tebing Tanjung Selamat then the Head of Service and poverty management and community complaints section in the Social Service of Langkat Regency and the BPNT beneficiary group (KPM) in Tebing Tanjung Selamat Village. The results of the study show that the implementation of the BPNT programme in Tebing Tanjung Selamat Village is still not effective because the results achieved do not match the objectives of the programme that have been determined. Secondly, with the change in the distribution mechanism through cash at the post office, the time needed, the energy spent and the operational costs required are more efficient and less. Thirdly, the adequacy of the programme is good enough because the community is satisfied and happy with the current mechanism. Fourthly, the BPNT programme in Tebing Tanjung Selamat Village has been evenly and fairly distributed to beneficiary groups (KPM) without discrimination. Fifth, the responsiveness of the BPNT programme is not yet optimal because the process of applying for a new name takes a long time. And sixth, the implementation of the BPNT programme in Tebing Tanjung Selamat Village is still not right on target because there are still KPM outside the poor category still receiving assistance.
