dc.description.abstractFluctuating poverty trends show a large poverty rate in Indonesia, so it is still the government's main focus, especially in the context of development. The Family Hope Program (PKH) is a program providing conditional social assistance to poor families with certain requirements that have been registered in the Integrated Social Welfare Data (DTKS). Binjai City is one of the cities implementing the Family Hope Program (PKH). However, this program has experienced problems in its governance, including funds from PKH not being distributed evenly and on time from Pekan Binjai Subdistrict and PKH social assistance not being on target. This research aims to describe the implementation of the Family Hope Program (PKH) in improving the welfare of poor families in the Pekan Binjai sub-district, Binjai City. The method in this research is descriptive research with a qualitative approach. Data collection was carried out using interview techniques, observation, documentation and literature. Data were analyzed qualitatively using George Edward III's policy implementation model which consists of communication, resources, disposition and bureaucratic structure. The research results show that: First, the socialization was carried out through media in the form of WhatsApp, dissemination of information via telephone numbers, and face-to-face meetings which were delivered simply so that it was easy to understand. Second, the facilities and infrastructure are adequate but in terms of quantity of human resources there are still too few to implement the PKH Program. Third, PKH facilitators and coordinators provide good responses to each beneficiary's questions and problems. Fourth, each procedure is carried out systematically by PKH beneficiaries and distributors who have been approved by the center. Overall, the implementation of PKH in Pekan Binjai Village has gone well although there are several things that are recommendations for improvement.en_US
