dc.description.abstractThe Innovative Medan Program is the real result of the vision and mission of the Medan City government, which is the oldest in the RPJMD. As a Regional Apparatus Organization (OPD), the Medan City Manpower Office responded by realizing this program through the preparation of the 2021-2026 Manpower Department strategic plan. This research aims to find out and describe in detail the implementation of the Innovative Medan Program in the Medan City Employment Service. The method used in this research is a descriptive method with a qualitative approach. To obtain data and information, researchers conducted interviews with the Medan City Employment Service, and also with the community as training participants who took part in the innovative Medan program. Apart from that, researchers also carry out observations and documentation to answer research problems. The data that has been obtained is analyzed qualitatively using the implementation theory approach proposed by Van Meter and Van Horn which includes standards and targets, resources, communication between related organizations and implementation activities, characteristics of the implementing organization, attitudes of the implementers, and the social environment. , economics, politics. The results of this research show that the implementation of the innovative field program at the Medan City Employment Service is already running at a good stage but there are still several shortcomings that need to be improved. When analyzed using the Van Meter and Van Horn implementation model on standard indicators and policy targets, several obstacles were found, such as instructors who were less professional and training participants who were not serious. In terms of policy resources, this program is supported by quality human resources, funding originating from the APBN and APBD, as well as facilities and infrastructure that need to be improved. Communication between organizations is carried out in collaboration with the Medan City Government, but there needs to be a special website that provides information about this program. The characteristics of program implementers have taken into account the duties and functions of each relevant agency. Implementers tend to be divided in their opinions regarding program socialization methods. The economic, social, and political environment influences the implementation of this program, including the no-fee policy, challenges resulting from the pandemic, and political and budgetary support.en_US
