dc.description.abstractThis study aims to find out the strategy of the Department of Transportation in an effort to regulate public roadside parking in Binjai City and also the obstacles that exist in it. This is because the Binjai City Transportation Service is one of the government agencies engaged in providing services to the people of Binjai City. Such as the definition of public services according to the Decree of the Minister for Administrative Reform (MENPAN) Number 25 of 2004 are all service activities carried out by public service providers as an effort to fulfill the needs of service recipients, as well as in the framework of implementing statutory provisions. Regulations for parking on public roads in Binjai City are regulated in Mayor of Binjai regulation No 27 of 2018 concerning Changes in Retribution Rates for Parking Services on Public Roads to Regional Regulations of Binjai City Number 4 of 2011 concerning Public Service Retribution. The research method used by researchers is descriptive with a qualitative approach. Data collection was carried out by interview, observation, and documentation techniques. The data was obtained and analyzed qualitatively using a theoretical approach, namely persuasive communication between the Department of Transportation and the illegal parking actors proposed by Effendy. The results of this study indicate that the persuasive communication pattern used by the Department of Transportation is weak against illegal parking actors. It is hoped that socialization will be further enhanced in the form of a persuasive approach itself, namely by inviting illegal parking actors to want to be sheltered or fostered by the Department of Transportation. Of course, with the guidance system implemented, it is hoped that it can contribute to local government, especially in the local revenue (PAD) sector, public roadside parking in Binjai City.en_US
